The Business Development Manager is responsible for leading the development of new business plans/strategies for both new and existing businesses. Primary duties to include, but are not limited to:

  • Acquire business growth through Providers partners and broker development in the territories of East region

  • Identify business opportunities in diversity markets, utilize broker sales channels and provider partnership to capture the growth in current and expansion territories/States.

  • Leads the analysis of current and projected product lines to determine optimal business strategy.

  • Oversees research, analysis and the development of recommendations on the external environment as part of the development of strategic business plans.

  • Analyzes major competitor strategies.

  • Identifies and monitors changing patterns of competition and recommends response.

  • Acquires and maintains data/information on market, industry, economic, consumer and competitive conditions and trends pertaining to health insurance/managed care and related services.

  • Consolidates data, analyses and recommendations into concise business plans.

  • Develops and implements project plans and oversees project resources.

  • Leads the activities of lower level staff performing related functions.

Additonal Responsibilities:

  • Develop and implement business plan/sales strategies to maximize production of existing and new broker groups

  • Cultivate business relationship and develop collaboration programs with IPA, medical groups, and individual physicians

  • Expand network in the communities, cultivate relationship with external constituents and internal teams. Seamless team work with internal Broker Sales channel and Provider Solutions teams

  • Maintain a strong field presence, keep abreast of competitors moves and respond to the market trends

  • Responsible for broker recruitment, education on plan benefits, mentoring and trainings. Assist brokers in the development of marketing plans and lead acquisition

  • Ensure doctors and brokers inquiries, concerns, and requests are handled appropriately and in a timely manner

  • Develop and manage co-op marketing programs, budget and result on investment

  • Produce data analysis and business performance reports


Requires a BA/BS degree; 5-7 years of business development experience including 7 years of healthcare related experience; or any combination of education and experience, which would provide an equivalent background. Masters degree preferred. Ability to travel may be required.

Additional Qualifications:

  • Must be bilingual of English/Spanish

  • 3-5 years of experience in health plan industry. Strong knowledge of Medicare senior market segments including Medicare Advantage, Medicare Supplement, and Part D plans

  • Broker sales and/or broker management experience is preferred. Have connections to broker agencies highly preferred

  • Provider services experience is highly preferred

  • Excellent networking and people skills.

  • Goal driven, self-starter with the ability to work with minimum supervision.

  • Professional verbal /written communication and good presentation skills.

  • Work well in fast-pace environment, able to manage timeline, and follow through the projects/tasks.

  • Strong sense of business integrity, 100% adherence to CMS rules and regulations.

  • Proficiency in computer and Microsoft office (Excel, word, and powerpoint, etc).

  • Have valid Health insurance license (can obtain after hire).

  • Possess a valid driver’s license, motor vehicle insurance and have access to a motor vehicle.

  • Approximately 50% travel within the territory. Business travel to other States as needed

  • Have flexibility to organize and attend events at nights and during weekends as needed.
