Location: Work @Home (must reside in the state of Ohio)

Schedule: Monday-Friday: 9:00am - 5:00pm ET (flexibility required)

The Program Manager will be responsible for developing, implementing, and on-going management of a 1) homeless and housing strategy, 2) transportation strategy. and 3) workforce development/employment strategy for Anthem’s BCBS most vulnerable membership. Program managers typically support business strategies through an integrated portfolio of external client facing projects or initiatives. This position will include development/implementation as well as ongoing partnership management, with additional responsibility to ensure member connectivity to workforce programming, transportation and housing. A program manager may have responsibility for a piece of a larger enterprise/regional external client facing program.

Primary duties may include, but are not limited to:

  • Manages and coordinates the development, approval, implementation and compliance of on-going external client facing programs.

  • Develops program budget; ensures program meets its stated objectives and provides subject matter expertise in response to day to day external client facing business issues.

  • Researches applicable subject matter practices and remains aware of industry trends.

  • Manages external client facing relationships and partners with corporate and regional business areas.

  • Coordinates training related to external client facing program.

  • Develops program success measures and performs periodic assessments of program success.

  • Performs periodic assessments of external client facing program success.

  • Schedules, conducts and attends meetings.

  • Supports management in overall objectives.

  • Assesses costs and savings and may assist in the payment of vendor invoices.

  • Complies complex data and able to prepare and deliver presentations.

  • Monitors contracts and grants to adhere to scheduled deliverable.

  • Creative approach to developing collaborations to address member workforce and employment needs.


Minimum Requirements:

BA/BS degree and minimum of 2- 5 years external client facing experience in program/project management; or any combination of education and experience, which would provide an equivalent background.

Preferred Qualifications:

  • Graduate degree preferred (MBA).

  • Project management certification preferred.

  • Demonstrated leadership in regional workforce system with a deep understanding of population and service delivery systems focused on building opportunities and addressing gaps.
