Project Manager is responsible for the planning and oversight of proposal projects during the production phase. Responsible for proposal projects varying in size and duration including large projects for Medicaid RFPs. Manage existing processes and seek opportunities for process improvement. Assist Project Manager, Sr. with larger RFPs. Manages cross-functional resources for RFIs and light RFPs to complete proposal production activities, ensures quality, completeness and oversight of documentation, and assembles internal and external SMEs.

Projects may be business and/or technical in nature. Works with moderate guidance and is responsible for applying project management knowledge, skills, tools and techniques to project deliverables, processes, and systems. Operates within defined parameters using project management methodology.

Essential Duties and Responsibilities

Primary duties may include, but are not limited to:

• Manage the full lifecycle of the proposal production process for RFIs and survey projects. Apply project management knowledge, skills, tools and techniques to project deliverables, processes, and systems. • Develop and maintain a comprehensive project schedule and monitor progress and set deadlines. • Develop requirements documents based on state RFI requirements and submission guidelines. • Identify and manage project risks and develop a mitigation plan. • Manage cross-functional resources and assemble internal and external SMEs to support the project. • Perform quality control on documentation throughout the development of the bid to maintain the standards and compliance. • Communicate to the RFI status, issues, and risk to the RFI leadership and supporting team via emails, meetings and reports. • Manage the proposal reviews and final compliance and quality of physical and electronic submissions. • Manage the department playbook to include desktop procedures, workflows and P&P changes. Disseminate changes to key resources and facilitate process improvement changes department-wide.


Essential Duties and Responsibilities

• Requires a BA/BS in a related field and a Minimum of 3 years professional project management experience, which at least 2 years are spent leading and directing project tasks; or any combination of education and experience, which would provide an equivalent background. • Project Management Professional (PMP) certification preferred. • Experience working in a lead role on one or more projects strongly preferred.

Preferred Qualifications: • Experience managing RFP, RFI and other types of proposals. • Microsoft Project, Word, Excel, Visio and SharePoint. • Process Improvement experience.
